Congress requires the federal government to help runaway and homeless youth by tracking the problem across the nation, building and funding services outside the welfare and police systems, and improving coordination among federal programs. Congress says these young people face big health, safety, and emotional risks and often need quick shelter and services that fit their language and situation. Help should follow a positive youth development approach that gives youth safety, belonging, self‑worth, independence, and close relationships. Young people also need chances to finish school, learn job skills, and get work. Services include prevention, outreach, emergency and longer-term shelters, and aftercare.
