The Secretary can give grants to states, local groups, and private groups to pay for research, testing, demonstrations, and services that help learn more about and improve help for runaway and homeless youth. The Secretary must give priority to projects in 10 areas, such as youth who run away repeatedly; transportation tied to services; needs in rural areas; programs that place youth with host families; staff training on sexual abuse, trafficking, and how to help victims; ways to build resources for centers; HIV prevention and treatment training; better access to health and behavioral care; improving education and job training access; and programs that help youth find and keep safe, stable housing, including follow-up support. When choosing grantees, the Secretary must favor applicants who already have experience with runaway or homeless youth and must pick projects that come from different parts of the country and serve diverse groups of youth.
