The Secretary must prepare and publish a report no later than two years after October 8, 2008, and every five years after that. The Secretary will work with the United States Interagency Council on Homelessness and send the report to the House Committee on Education and Labor and the Senate Committee on the Judiciary. The report must use the best available research methods and estimate how many runaway and homeless young people who are at least 13 but under 26 there are, and describe their key characteristics. The report must include surveys and interviews of a representative sample of these young people to show their past and current socioeconomic situation and the barriers they face getting safe housing, health care and insurance, and steady income, benefits, supportive services, and caring adult connections. The Secretary may add other useful information after consulting States, local governments, and national homelessness organizations. Any outside contractor must be a nongovernmental organization or person the Secretary finds has the proper social science research skills.
