The money comes from funds under section 12108 and is added to the other money for 8 U.S.C. 1252(j). For fiscal year 1996, the total of these funds plus the amounts under 8 U.S.C. 1252(j) must equal $500,000,000. For each fiscal year 1997 through 2000, the total must not be more than $650,000,000. The funds must be kept separate from the yearly appropriation and added to the other 1252(j) funds.
