Creates an Ounce of Prevention Council to coordinate crime-prevention work. Members must include the Attorney General; the Secretaries of Education, Health and Human Services, Housing and Urban Development, Labor, Agriculture, the Treasury, and the Interior; and the Director of the Office of National Drug Control Policy. The President picks one member to be Chair. The Council can hire staff and give tasks to members. For programs under the Violent Crime Control and Law Enforcement Act of 1994, the Chair may coordinate a program through the Council only if the member who runs that program asks. The Council must plan together, make a complete catalogue of crime-prevention programs, help communities and local groups find and use program services, and make plans to combine programs and simplify grants. It can check how grantees spend money. The Chair, working with the Council, can issue rules and guidance to carry out these duties and the programs the Council runs or coordinates.
