Applicants must describe the main local reasons for ongoing violent crime in the area they want to serve. Give examples like few youth programs, run‑down or missing public facilities, poor transit or street lighting, limited substance‑abuse or job services, and weak police or public safety resources. They must include a detailed community plan saying exactly what the money will pay for, how each activity will fight the listed problems, and which local nonprofits, government agencies, businesses, volunteer groups, and citizens will work together. They must also include a plan to measure success with clear, objective goals, how those goals will be checked, and a timetable for the checks.
