Defines three key words used in this part. "Chief local elected official" is the local official named under rules the Attorney General makes; those rules must make sure money and projects are managed efficiently and responsibly. "Chronic high intensity crime area" is an area the Attorney General defines that must at least have consistently high violent crime (per FBI reports) and long‑term high poverty (per the Census). "State" means a State, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands.
