The Secretary of Health and Human Services can give credit lines that do not have to be repaid to community development corporations. The money is for starting, running, or growing revolving loan funds that pay for projects. Those projects must create businesses and jobs for low-income, unemployed, or underemployed people and help make life better in cities and rural areas. Applications are chosen in a competitive process. To qualify, a group must be a community development corporation, send a plan showing the area’s economy, the kinds of businesses to help, and how people will benefit, show past work and results on similar projects, and have local support (money or other pledges) at least equal to the amount requested. The Secretary can lower that local share to no less than 25 percent under section 12186.
