Summary

Authorizes up to $10,000,000 for the Secretary of Transportation to give capital grants and loans to States and local public bodies or agencies to prevent crime and improve security in existing and planned public transportation systems. Projects can be funded even if a different local agency has law‑enforcement responsibility. Money can pay for things like better lighting, more camera surveillance, emergency phones, or other security projects. At least 75% must be used for lighting and cameras. Grant recipients must file a report with the Department of Transportation and the Department of Justice’s Office of Victims of Crime showing crime rates before and for one year after the improvement, with statistics by crime type, sex, race, ethnicity, language, and victim–offender relationship. The Federal share for projects not already required by law is 90% of the net cost. Grants may also fund studies to reduce violent crimes against women through better transit design or operations. All grants follow the same terms as grants under 49 U.S.C. 5321.
