Allows the Attorney General to give grants to states and local governments. The money is for improving or building systems that put stalking and domestic violence information into local, state, and national crime databases. To get a grant, a state or local government must promise it has or will start a program that adds three kinds of records into the National Crime Information Center (NCIC): (1) arrest warrants for people who violate protection orders against stalking or domestic violence; (2) arrests or convictions for those violations; and (3) the protection orders that protect people from stalking or domestic violence.
