People who own, rent, live in, visit, or apply for housing must be allowed to call police or emergency services for themselves or someone else. Local, county, or State governments that get money under section 5306 of title 42 cannot punish people for asking for help or for crimes they were a victim of. Prohibited penalties include fines or criminal charges, eviction, refusal to rent or renew, denial of occupancy or landlord permits, or closing a property or calling it a nuisance. Those governments must report any laws or rules that punish people for calling for help and must certify they follow these protections or explain what they will do within 180 days to comply (including checking policies of groups they fund). The Secretary of Housing and Urban Development and the Attorney General will enforce these rules and provide the same rights and remedies as Title VIII of the Civil Rights Act of 1968 (42 U.S.C. 3601 et seq.).
