States that want to join the Police Corps must pick one lead agency to run the program and to send a State plan to the Director. The plan must show the agency will work with local law enforcement liaisons, police labor and management groups, and other agencies to make interagency agreements; advertise available help; screen and select officers; and meet the requirements of section 12559.
