To get federal funding, a State must send an application to the Director when and how the Director asks and include any required information. The application must describe the scholarship program and the student work program. It must promise the lead State agency will work with local police contacts, police labor and management groups, and other state or local agencies to make and carry out agreements. The State must promise to publicize the scholarships and work opportunities and use them to help recruit officers. The State must show how it will screen and pick law enforcement participants and students who want a law enforcement career, and must agree to pay scholarship money to colleges for the students. For the student work program the State must say what tasks students will do, how much they will be paid, and what training they will get. The application must also identify model courses or existing programs for law enforcement education and promise to set up cooperative agreements with schools and law enforcement to boost recruiting.
