Summary

Creates a special Treasury account called the Violent Crime Reduction Trust Fund. Money moved into the Fund must come from savings from carrying out section 5 of the Federal Workforce Restructuring Act of 1994 (Public Law 103–226). On the first day of the fiscal years (or as soon as possible for 1995) these amounts must be moved from the general fund into the Fund: 1995 — $2,423,000,000; 1996 — $4,287,000,000; 1997 — $5,000,000,000; 1998 — $5,500,000,000; 1999 — $6,500,000,000; 2000 — $6,500,000,000. Money in the Fund can only be used for the purposes this Act allows and for earlier laws that specifically say the Fund can pay for them. Spending from the Fund and related budget authority generally will not be counted under the usual budget enforcement rules in the Balanced Budget and Emergency Deficit Control Act of 1985 (except section 251A as added) or under section 665d(b) of title 2. New budget authority and outlays from the Fund shown in concurrent budget resolutions also will not be counted under sections 665(b), 665e(b), and 665e(c) of title 2, or under section 24 of House Concurrent Resolution 218 (103rd Congress).
