All required federal training for law enforcement and prosecutors must do three things. It must teach that anyone who knowingly buys commercial sex from a minor or from someone who was forced, tricked, or pressured is guilty of a federal human‑trafficking crime; include, when appropriate, training on arresting and prosecuting buyers of commercial sex, illegal child labor, or forced labor and on investigating and prosecuting people who knowingly profit from trafficking; and say that any full plan to end human trafficking must include efforts to reduce demand.
