An appropriate official must, shortly before someone is released from custody or, if they were not jailed, right after they are sentenced for the offense that requires registration, do three things: explain the registration duties, have the person read and sign a form saying they were told and understand, and make sure the person is registered. The Attorney General must make rules for how to notify people who cannot be registered under those steps.
