Summary

Creates a grant program that lets the Attorney General give money to States, local governments, and Indian tribal governments. The money must help pay for programs where a proper official checks, at regular times, where some or all registered sex offenders live. Groups must apply to the Attorney General when and how the Attorney General asks. Applications must say what the money will be used for and promise to follow the rules. The Attorney General must pay for different methods so their results can be compared. Money was allowed for fiscal years 2007 through 2009 as needed. By April 1, 2009, the Attorney General must report to Congress on whether the program worked, whether address checks are cost-effective compared to other options, and what future funding should be.
