Congress passed Megan’s Law (1996, Public Law 104–145) and the Adam Walsh Act (2006, Public Law 109–248) to create state and national systems for registering and notifying about convicted sex offenders. In 1994, 7‑year‑old Megan Nicole Kanka was abducted, sexually assaulted, and murdered by a neighbor with a prior child‑sex conviction. Known offenders travel abroad. The ILO estimated 1,8000,000 children are victims of child sex trafficking and pornography each year. Child sex tourism is a form of exploitation and, when commercial, is child sex trafficking.
