Requires that no prison rape be allowed and makes stopping it a top priority in every U.S. prison system. Sets national rules for finding, preventing, reducing, and punishing prison rape. Improves and standardizes data on how often it happens. Holds prison officials responsible when they fail. Protects prisoners' Eighth Amendment rights. Directs federal grant money toward related services (health care, mental health, disease prevention, crime response, prison operations, and social supports) and aims to lower the costs prison rape creates for interstate commerce.
