Defines key words used in the chapter. An "authorized agency" is the state office picked to send, get, or share information. A "child" means whoever a state’s criminal child abuse law calls a child. A "child abuse crime" means any state crime that hurts, sexually abuses, neglects, or mistreats a child. "Child abuse crime information" means identifying facts about someone arrested for or convicted of such a crime, like full name, race, sex, date of birth, height, weight, fingerprints, a short description of the offense, how the case ended, and any other ID details the Attorney General says are useful. "Care" means services like treatment, education, training, supervision, or recreation for children, older people, or people with disabilities. An "identifiable child abuse crime case" is one a state's criminal justice agency can spot as child abuse by the crime’s citation or label in the record. "Individuals with disabilities" are people with mental or physical impairments who need help with daily tasks. The "national criminal history background check system" is the FBI’s criminal record system based on fingerprints or other sure ID. A "covered individual" is someone who has or might have access to those served by a "qualified entity" and who works, volunteers, or owns or seeks to work, volunteer, or run that entity. A "qualified entity" is any public or private business or group that provides care or places people into care, including those that license or certify caregivers. "State" lists the states and territories covered: the States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, the Virgin Islands, Guam, and the Trust Territories of the Pacific. A "designated entity" is an organization the Attorney General names under the referenced law.
