The Director of the Bureau of Justice Statistics must study and evaluate how the National Instant Criminal Background Check System works. The study must look at how the system and the agencies and record systems that support it operate and keep records. By January 31 each year the Director must send Congress the estimates states gave under section 40912(b). By January 31 each year the Director must also give Congress and each State in the National Criminal History Improvement Program a report on state practices for collecting, keeping, automating, and sending information used to decide if someone is barred from having a firearm. Money may be appropriated as needed for fiscal years 2009 through 2013 to finish these studies and reports.
