Require each state to make sure police take missing-child and unidentified-person reports right away. States must stop any rule that makes people wait to file a report. States must also stop removing a missing-person entry just because of the person’s age from state systems, the National Crime Information Center (NCIC), or NamUs. Require that reports include basic facts (name, birthdate, sex, race, height, weight, eye and hair color), a recent photo if available, the last known date and place of contact, and the missing category. The agency that enters the report into state systems, NCIC, or NamUs must, within 30 days, verify and update the record and add any new information, including medical or dental records and a photo from the past 180 days when available. They must help with searches and investigations, notify the National Center for Missing and Exploited Children about cases from foster care or childcare institutions, work with child welfare systems and NCMEC, and allow the NCIC Terminal Contractor to update the NCIC record with investigation findings.
