Bars federal officers from investigating crimes under this chapter unless another law already lets them do it. It also stops the Attorney General or federal law enforcement from directing, supervising, or controlling any state or local police or criminal justice agency that asks for federal help. It does not let the Attorney General or federal law enforcement make federal help depend on an applicant adopting something, or deny or cut off help if the applicant fails to adopt it. Federal funds here cannot replace state or local funds that would otherwise be used. It also does not limit emergency help allowed by other laws.
