Gives plain meanings for key words used in the Act. Exoneree means a person who was convicted of a federal, tribal, or state crime punishable by more than 1 year in prison, who served at least 6 months in a federal, tribal, or state prison or correctional facility because of that conviction, and who was later found to be factually innocent. Indian tribe has the meaning given in section 10251 of this title. Offender includes an exoneree. Transitional Jobs strategy means a time-limited, publicly subsidized work program run by state, tribal, or local governments, workforce boards, and nonprofits that puts chronically unemployed youth and adults or people with employment barriers into individual, team, or social‑enterprise placements without replacing current employees; it pays at least the higher of the rate in section 206(a)(1) of title 29 or the applicable state or local minimum wage, combines work with training and supports to lead to unsubsidized jobs, and provides job retention, re‑employment services, and continuing or vocational education.
