By August 3, 2023, the head of each agency must create rules to protect a designated person's right to ask for a review and to make sure the agency follows the chapter's requirements. Those rules must name an office in the agency to take and investigate complaints about reviews or reinvestigations; require training for the right employees and officers about the chapter’s procedures and duties; include discipline, up to suspension or firing, for employees who on purpose or through reckless failure do not follow the chapter; set a process to resolve complaints from the designated person about how the agency handled a cold‑case murder or its file review; and say that the agency head, or the person the head chooses, will make the final decision and the complainant cannot have that final decision reviewed in court.
