Defines key words used in the chapter. A "designated person" is an immediate family member or someone in a similar position, as the Attorney General defines. "Immediate family member" means a parent, parent‑in‑law, grandparent, grandparent‑in‑law, sibling, spouse, child, or stepchild of the murder victim. "Victim" means a person who died from a cold case murder. "Murder" means the crime described in 18 U.S.C. 1111(a) or a crime with the same elements. "Agency" means a federal law enforcement body that can detect, investigate, or prosecute a cold case murder. "Cold case murder" means a murder that occurred more than three years before a designated person files under section 60901(a), was already investigated by a federal agency, has no remaining probative leads, and has no likely perpetrator identified.
