The Secretary must have experience with film preservation, financial management, and fundraising. The board chooses other officers, and the Secretary hires and fires the corporation’s other employees. All corporation employees, including the Secretary, are not Library of Congress staff. They do not have to follow the normal federal hiring rules in Title 5, and pay can ignore chapter 51 and subchapter III of chapter 53 of Title 5, but no one may be paid more than the annual basic pay for GS‑15 under section 5107 of Title 5.
