The national convention is the top decision-maker. It includes officers and state representatives and must represent all members, not let control rest with a small or self-renewing group. Meetings can be in D.C. or any State. Between conventions, officers serve as the governing board and oversee policies and programs. Council must have at least 7 elected members. Officers are president, two vice presidents, secretary, treasurer, and others allowed by the constitution; one person may hold both secretary and treasurer.
