Names the national encampment the group's top governing body, made up of officers and elected state and local representatives. It must represent all members and cannot be controlled by a small or self‑perpetuating group. Meetings may be in the District of Columbia or any State, territory, or possession. Between encampments, a council of administration runs policy and must have at least seven elected members. Officers include a commander in chief, two vice commanders in chief, a secretary, a treasurer, and others; one person may hold both secretary and treasurer. The constitution and bylaws set how officers are chosen, their terms, and their duties.
