Tells who can be a member and how members vote. The organization's constitution and bylaws set the membership rules and the different membership types. But anyone who did not serve honorably in the U.S. Armed Forces between April 6, 1917, and November 11, 1918 cannot be eligible for all classes of membership. Every member who is not an associate or honorary member gets one vote on each issue at meetings of the members, except at the national convention.
