The national convention is the top decision-making body of the organization. It is made up of officers and elected representatives from the States and local units. Each elected representative gets one vote. The convention must be run so control is spread across the membership and not kept by a small or self-appointing group. Meetings may be held in Washington, D.C., or in any U.S. state, territory, or possession. When the convention is not meeting, the board of administration runs the group and sets overall policy, programs, and activities. The board must have at least 7 members, chosen as the constitution and bylaws say. Officers include a national commander, national senior and junior vice commanders, national quartermaster, national adjutant, national judge advocate, 9 regional vice commanders, and any other officers the constitution and bylaws provide. One person may serve as both national quartermaster and national adjutant.
