The corporation can make and change its own rules, set rules for picking members and replacements, create or change a corporate seal, have offices and work in the District of Columbia and the States, territories, and possessions of the United States, buy and own property it needs, and sue or be sued in U.S. courts. It can also do other actions needed to carry out its mission. The corporation can place mortgages or liens on its property only if two-thirds of the entire executive board approve at a meeting called for that purpose. It can sell or give away all of its property only with written consent and an affirmative vote of a majority of its members.
