Lets the corporation sell surplus guns, ammo, repair parts, and other supplies at fair market value to groups it is tied to for firearm training and to U.S. citizens of legal age who belong to a gun club affiliated with the corporation for target practice. Covered items include .22 rimfire and .30 rifles, .45 M1911/M1911A1 pistols, pump‑action shotguns (but not shotguns that attach as modular parts to service rifles or meet the “short‑barreled shotgun” definition in 18 U.S.C. 921(a)(6)), air rifles, .22 and .30 ammunition, and related parts and supplies. Sales to individuals must follow federal, state, and local law (except as provided in section 40733), and the corporation must get criminal records checks from federal and state law enforcement. The corporation may not sell parts meant to convert a gun to fully automatic fire. It also may not sell to anyone convicted of a felony or of violating section 922 of title 18. A person who got a rifle, ammo, parts, or supplies under section 40728B(c) may resell them at fair market value. If they sell rifles other than .22 rimfire or .30 rifles, they must be a licensed rifle dealer and follow the rules in chapter 44 of title 18, including keeping records and doing background checks.
