Pays a signing bonus to doctors who graduate from an accredited medical or osteopathic school in a medical field the military calls a "critically short wartime specialty" if they sign a written agreement to take a commission and serve on active duty for at least four straight years. The appropriate Secretary decides the bonus amount, but it cannot be more than $400,000. A person cannot get the bonus if they already received Department of Defense money to go to medical school or if the Secretary finds they are not qualified to become and remain certified in the designated specialty. The agreement must say the person will be assigned as an Army or Navy Medical Corps officer or as an Air Force medical officer in the designated specialty. If the person is not commissioned, does not become licensed, or does not finish the agreed service, they must repay the money under section 303a(e). No new agreements could be made after December 31, 2018.
