The Secretary in charge may offer a cash bonus to a person who signs a written agreement to take a commission or appointment as an officer and serve on active duty in a labeled “critical officer skill” for the time the agreement says. The Secretary picks which skills are “critical” if the service needs enough officers with that skill and must bring in people who already have or will be trained in that skill because of a current or expected shortage. The bonus cannot be more than $60,000. Once the Secretary accepts the agreement, the total bonus is fixed and the agreement must say if it will be paid all at once or in installments. A person cannot get this bonus and a bonus under 302d, 302h, 302j, or 312b for the same service time. If someone gets any of the bonus but is not commissioned or does not start or finish the agreed service, they must repay under 303a(e). No new agreements may be made after December 31, 2018.
