The Secretary of Defense may put refunds from Department of Defense managed travel programs into operation and maintenance or research, development, test, and evaluation accounts that the Secretary chooses, as long as the money is available to spend in the same fiscal year it is collected. Those refunds can only be used for official travel or to improve travel operations and the financial management of travel. Managed travel program = common travel services like air, rental cars, trains, buses, meals, lodging, and travel management (but not refunds tied to Government travel cards, the Government Purchase Card, or contracted Government travel centers). Refund = miscellaneous receipts labeled as refunds, rebates, repayments, or similar amounts.
