Secretaries must run programs to prevent improper travel payments. The programs must cut down on wrong, unauthorized, inflated, or duplicate claims by checking claims electronically almost in real time and by other methods, and must keep payments within actual or reasonable travel costs or standard commercial rates. By no later than five years after the National Defense Authorization Act for Fiscal Year 2012 was enacted, travel claims must be processed electronically unless a Secretary or designee waives a specific claim. Electronic processing must follow rules set by the Secretary of Defense under section 464 and apply equally to all uniformed service members and, where possible, to other authorized travelers.
