The VA Secretary must not make a covered veteran pay any copayment for hospital care or medical services the VA provides under its laws. A "covered veteran" is a veteran the Secretary says is catastrophically disabled, or a veteran who is an Indian or urban Indian as defined in section 4 of the Indian Health Care Improvement Act (25 U.S.C. 1603).
