All insurance contracts or policies that are issued, reinstated, or converted become final and cannot be challenged starting on the date they begin. The only exceptions are if there was fraud, the premium was not paid, or the applicant was not a member of the U.S. military or naval forces. If a policy is canceled or voided after March 16, 1954 because of fraud, the Secretary must refund to the insured, or if the insured is dead to the person named to receive the money (or if none, to the insured’s estate), all premiums paid for any period after two years from the date the fraud led the Secretary to issue, reinstate, or convert the policy. The refund carries no interest and must be reduced by any dividends, loans, or other payments already given under the policy.
