Summary

The Secretary of Veterans Affairs may change the discount rates used when premiums are paid in advance for three types of veterans' life insurance: National Service Life Insurance, Veterans’ Special Life Insurance, and Veterans Reopened Insurance. Any new rate cannot be lower than the rate allowed for that program under sections 1902, 1923, or 1925, and the Secretary may only make a change if it is administratively and actuarially sound for that insurance.
