The Secretary can lease undeveloped land and unused or underused buildings that belong to the National Cemetery Administration. Leases can run for up to 10 years. The Secretary must put a notice in a local newspaper before making a lease. Leases to public or nonprofit groups can be made without following some usual procurement rules and can allow the group to do maintenance, protection, or restoration of the property as part or all of the payment. A Treasury account called the "National Cemetery Administration Facilities Operation Fund" will hold money from these leases, from agricultural licenses on cemetery land, and any other amounts the law allows. Money in the Fund can be used to pay for operation and maintenance of Administration property and stays available until it is spent.
