People who are involuntarily separated with an honorable discharge after February 2, 1991 can choose to get the education help under this rule if, before applying, they have a high school diploma (or equivalent) or at least 12 semester hours of college credit. If they earlier picked other military education benefits, they must withdraw that choice before they leave using the withdrawal rules the military department sets under the Secretary of Defense (or the Secretary of Homeland Security for the Coast Guard). If they are in the chapter 32 program, they must make a one-time switch before separation to get these benefits instead. If they choose these benefits, their basic pay will be reduced by $1,200. The withdrawal of a prior election cannot be undone. People who leave chapter 32 are taken out of that program on the date they switch. The unused contributions the person made to the Post‑Vietnam Era Veterans Education Account must be refunded as provided in section 3223(b). Unused contributions made by the Secretary of Defense (except those under section 3222(c)) must also be returned to the Secretary of Defense. Any amounts contributed under section 3222(c) stay in the account to pay benefits under section 3015(f).
