The President picks the Under Secretary for Benefits, and the Senate must approve the choice. The person must be chosen for skill, not politics. They must have strong money-management skills and experience running the Veterans Benefits Administration or a similar program. The Under Secretary leads the Veterans Benefits Administration and answers directly to the Secretary about how it runs. When the job is open or will soon be open, the Secretary must set up a commission to suggest candidates. The Secretary picks the commission members, which include three people from fields like education, real estate, mortgage finance, and survivor-benefit areas; two veterans who use VBA services; two managers of veterans‑type programs; the Deputy Secretary; the chair of the Veterans’ Advisory Committee on Education; and, if wanted, a former Under Secretary. The commission must name at least three candidates and give them to the Secretary, who sends them and any comments to the President. The President can ask for more names. The Assistant or Deputy Assistant Secretary in charge of personnel and labor relations acts as the commission’s executive secretary.
