The Secretary must run a continuous program to improve the knowledge, methods, techniques, and resources used to rehabilitate disabled veterans. The Secretary must support (1) studies and research on seven aspects of rehabilitation — psychological, educational, employment, social, vocational, industrial, and economic — including new methods, and (2) projects that expand rehabilitation resources and capacity. The Secretary may make grants or contracts with public or nonprofit agencies, including institutions of higher learning, and must cooperate with the Commissioner of the Rehabilitation Services Administration, the Director of the Institute of Handicapped Research (Department of Education), the Assistant Secretary for Veterans’ Employment (Department of Labor), and the Secretary of Health and Human Services on shared studies, research, and special projects.
