Creates a Director of Construction and Facilities Management in the Department who must be chosen by the Secretary. The job is a career reserved position as defined in section 3132(a)(8) of title 5. The Director must help the Secretary on building and facility matters and must report to the Deputy Secretary when doing those duties. The Director must have an undergraduate or master’s degree in architectural design or engineering and real professional experience in construction project management. The Director runs planning, design, construction, and operation of the Department’s buildings and infrastructure (major and minor projects). The job also covers making short- and long-range capital plans, handling leases, keeping buildings and grounds maintained, and running procurement and contracts for design, construction, furnishings, and equipment.
