Veterans must use their education benefits within 10 years after their last qualifying discharge or release from active duty. If a veteran could not start or finish school during that time because of a physical or mental disability not caused by the veteran’s misconduct, the Secretary may extend the time limit. To get an extension, the veteran must apply within one year after either the original time limit ends or the disability ends, whichever is later. When an extension is granted, the time limit starts again on the first day after recovery when it is reasonably possible to begin or resume school. A discharge for less than 90 days does not count as the “last” discharge unless it was for a service-connected disability, a preexisting medical condition the Secretary finds not service connected, hardship, or a reduction in force as described in section 3011(a)(1)(A)(ii)(III). If a veteran has unused benefits at the end of the time limit and does not file a claim within one year, the veteran is automatically disenrolled. Any contributions left in the fund can be refunded after the veteran is told of the disenrollment and applies for the refund. If no refund application is received within one year after notice, the veteran’s whereabouts are treated as unknown and the money is transferred to the Secretary for payments under subchapter II of chapter 30. For licensing or certification tests (see section 3452(b)), the VA will pay up to $2,000 or the test fee, whichever is less. The months of benefit used equal the amount paid divided by the full‑time monthly institutional rate the veteran would otherwise get. The payment cannot be more than the veteran’s remaining entitlement. The same month-charge rule and limit apply to national admission or credit tests described in section 3452(b), but the VA pays the actual test fee.
