Provide education chances to children whose schooling would be stopped or interrupted because a parent was disabled or died from a disease or injury caused or made worse by military service after the start of the Spanish–American War. The goal is to help those children reach the level of education they likely would have earned without that disability or death. Also help surviving spouses of veterans who died from service-related disabilities, and spouses of veterans with a permanent total service-connected disability, get training so they can support themselves and their families at the level the veteran could have provided.
