The Secretary may set up agreements with public or private schools or other groups to provide training needed for the program. If normal tuition rules do not apply, the Secretary can agree on fair charges for that training. The Secretary must also make rules to encourage good behavior and to run the training program. When training is approved under section 3541(a), a parent or guardian can receive the special training allowance in section 3542(a), choose to increase the basic monthly allowance, and agree with the Secretary on fair training charges.
