Defines two groups of Filipino military veterans. Commonwealth Army veterans are people who served before July 1, 1946 in the organized armed forces of the Philippine government while those forces served with the U.S. Armed Forces under the President’s July 26, 1941 order (this includes guerrilla units later recognized by U.S. commanders) and who left service without a dishonorable discharge. "New" Philippine Scouts are Philippine Scouts who served under section 14 of the Armed Forces Voluntary Recruitment Act of 1945 and who left service without a dishonorable discharge.
