If a student withdraws from an in-person education or training program at a school covered by chapters 31, 34, or 35 because of an emergency, the Secretary must treat the withdrawal as having mitigating circumstances for purposes of section 3680(a)(1)(C)(ii). This rule does not apply to correspondence (distance-only) programs. A "covered reason" means any problem tied to the emergency. It covers 7 types of reasons, including illness, quarantine, or social distancing; accessibility issues; childcare or caring for family or housemates; moving because of the emergency or school closures; job changes or financial hardship; and problems caused by changes in how classes are taught.
